The pair played together at West Bromwich Albion, where Moore has been working with the youth team.
Moore will be joined at Blackburn, who knocked the Rams out of the FA Cup on Saturday, by Luke Dowling (head of senior recruitment) and Chris Neville (head of sports science), who have both quit Portsmouth.

"When the gaffer asked me to come up here and be part of his staff, I was really excited and I can't wait to get started," said Moore. "We were team-mates together at West Bromwich Albion and after sustaining an injury early in his career, the gaffer started to pick up his coaching credentials and setting the foundations to be a really top coach and manager now."
Moore played 89 games for Derby and was a member of the team that won promotion to the Premier League in 2006-7. He ended his playing career at Burton, where he made 41 appearances before hanging up his boots last February.
