Buxton made an unexpected return to action after two months out with a knee injury in Saturday's 2-2 draw against Sheffield Wednesday but was not deemed fit enough to start two games in the space of four days, so he took Freeman's spot on the bench.
Derby were otherwise unchanged, with defenders Mark O'Brien and James O'Connor still sidelined with knee problems.
Hull enjoyed plenty of possession early on but the Rams created a few promising openings.
Sammon shot off target after good work from Jamie Ward and Paul Coutts in the eighth minute.
Then, the Tigers were indebted to a crucial tackle from Jack Hobbs after Ward had cut out a crossfield pass from Stephen Quinn.
Craig Bryson fired over after cutting in from the left and Jeff Hendrick's teasing centre just evaded Ward in the middle.
For Hull, Robert Koren headed a difficult chance wide from Ahmed Elmohamady's cross.
In added time at the end of the half, the home side almost took the lead but Quinn's glancing header flashed inches past the post from another Elmohamady centre.
