"The park belongs to the PUBLIC - NOT the council.
Their right to charge anything needs challenging in the courts."

    Not actually correct, Snow_Leopard
it does belong to the council. The land was owned by the Mundy family, the last member of which, Francis Noel died in 1903, the land passed to his wife and on her death in 1929 the estate was passed to Rev William Clarke-Maxwell. He left the hall (now demolished) and 16 acres to the council, with the stipulation the land must be used 'for the benefit of the citizens of Derby'. The council also purchased more land at the same time.
So whilst it must be left with access to the public for their benefit there is nothing to say such access can't be charged for.
Weather the costs are fair and representative of the parks upkeep costs is another matter entirely”

“The council have ruined the high street with extortionate parking fees now they are ruining the pleasure of going for a stroll around the park. Why do we let them get away with it. Let's start a revolution -anyone want to join me?”

“When the number of people using the park decreases because it is too pricey, so will the revenue decrease. Self defeating!”
