Bob Osler said the film was an 'extremely powerful' one.
Fiona Pilkington, of Leicestershire, killed herself and her disabled daughter after suffering years of anti-social behaviour.
The film shows why staff must look out for signs that people may be victims. It was named the winner of the National Federation of ALMOS Awards 2011 for best use of communication.
