THE Electoral Commission has announced a review of the police and crime commissioner elections, warning that record-low participation levels of well below 20% were "a concern for everyone who cares about democracy".

Its chair, Jenny Watson, said: "These were new elections taking place at an unfamiliar time of year, which is why we have made clear at every stage that it would be important to engage effectively with voters. The Government took a number of decisions about how to run these elections that we did not agree with.

"But what is important now is that the right lessons are learnt: we will talk to voters, candidates and returning officers to understand what worked and what didn't.

"The commission is going to undertake a thorough review, and we will present our findings to Parliament in early 2013."

Prime Minister David Cameron insisted that the new commissioners do have a mandate.

"The turnout was always going to be low when you're electing a new post for the first time," he said.

"But remember, these police and crime commissioners are replacing organisations that weren't directly elected at all."

    “This was the biggest waste of money ever,multiply by every police authority, and you could pay for a complete new force of officers on the streets.If this was a Union voting for something the government would be crying the vote should not count? but when its jobs for the boys different kettle of fish. disgusted tax payer!!!!!!”

    “I will give the enquiry the answer they probably don't want and save a fortune in the process.

    Most people see it as another sham and a chance for mostly political candidates to have their snouts in the trough.

    Most people see their claims as unattainable as thay don't have the authority to change what most people want, such as speedier convictions.

    Most people see the cocts for what they are, £75M for the elections, £75,000 per annum salary for the position holder, and they also see the hidden costs of office space, a team of support staff, and all the equipment which adds up to even more costs. What most people want is more Police on the streets and this money could have achieved most of that.

    Simples, and I did it for free.”

    I'll accept the first part of "Sion Com's" comments but not the second because I don't think there there is any more risk of political control than with the previous system. I have little doubt that the Electoral Commision will have an earnest review and come up with politically-acceptable conclusions, that it was all down to unfamiliarity, the time of year and the lack of adequate publicity. One can be quite sure that the Commision will not conclude that the public had rightfully judged that it was an unworthy system that should not be given the dignity of support by voting for anyone because it will not be seeking conflict with the policy of the elected Government.

    I heard a lot of comment about the election and formed the clear impression that those who did vote did so out of sense of civic duty, not enthusiasm. Such prior media debate that there was concentrated on the future Commisioner's ability to influence police policy. No-one seemed to pick up the point that a Police Authority including a fair number of elected members from local authorities within the police area had perhaps a greater right to fix budgets, and hence the precept on the council tax of those authorities, than one person who, inevitably, would have a certain personal view of matters.”
