"I couldn't believe it! I thought it was fantastic," he said.
"I entered the competition but I didn't think I would win."
Mr Jinks, who works as a training education officer at Derby City Council, said he would also use the iPad for work.
"I go out of the office quite a lot so I'll be able to use it on the go with reasonable efficiency," he said.
"I've used a tablet computer before but never an iPad.
"I've already had a go on it and it is better than anything I've had before.
"I really like the fact that I can sync my iTunes on my other computer so that I can listen to my music."
The father-of-two added: "My children will be very jealous when they find out I've got an iPad.
"I'd encourage other people to enter the Derby Telegraph competitions.
"If you don't enter, you can't win!"
