He will take up his new role on February 1 and continue to hold this position until a permanent chief executive is appointed.
Mr Charles said: "During transition, the roles of chief executive and treasurer were merged but legislation dictates that my office has to appoint these two roles separately."
During the transition period Helen Boffy, the police authority's former treasurer, undertook the joint role of chief executive and treasurer. The transition now successfully completed, Mrs Boffy has chosen to resume her role as the commissioner's chief finance officer, which will also take effect from February 1.
Mr Charles said: "With Helen as chief finance officer and Phil as interim chief executive, my office will be benefiting from valuable continuity while the recruitment process is under way."

“This is becoming a real farce! I thought the idea of having a Police and Crimes Commisioner was to save money. Now we have a politician who is building himself a little empire, which will no doubt be made up of party members (his deputy is a Labour Councillor) and costing the tax payers a fortune!”

“"benefiting from valuable continuity while the recruitment process is under way" or should that be "benefiting from valuable continuity while I find some of my labour mates to fill the roles...."”
