THERE have always been problem tenants and residents.

But it seems that if the standards that were applied in the 1930s were enforced now, our courts would be bursting with those facing anti-social behaviour orders.

Back in those pre-war days, according to Sylvia Hyde's Bygones memories today, Derby's town council's officers were hot on everyone's case.

Tenants who were "a bit rough" were told they had to "change their ways".
