Waste plant firm drops planning appeal but is still targeting city site
THE company behind a controversial waste treatment site in Derby says it is committed to building the plant and aims to submit revised plans next year.
Cyclamax yesterday withdrew its appeal against a decision by Derby City Council to refuse planning permission for its commercial plant on Raynesway.
The plans were rejected by the council in March this year and a public inquiry was due to be held next March. That will now no longer go ahead.
The news prompted celebrations from campaigners who said it marked a victory against "gasification" – a technology which uses heats to break down waste and produce a gas.
But Rick Twomey, technical director of Cyclamax Resource Parks, said the withdrawal did not mean the end of the company's plans.
He said: "Due to a redesign required to accommodate all the activities envisaged for the Raynesway Resource Park, Cyclamax has decided to withdraw the planning appeal. But it is still committed to Raynesway Resource Park and will explore submitting a new revised planning application in 2011."
Simon Bacon of campaign group SSAIN – Sinfin, Spondon Against Incineration – said it was still a small victory against the company.
"If Cyclamax do come back with other proposals we will be ready to fight them again. It will be costly for them to have to go away and draw up new plans and this is still positive news for us."
Mr Bacon said he also believed Cyclamax's decision may have been influenced by a planning inspector last month who rejected a similar appeal by Resource Recovery Solutions (RRS).
It wanted to build a waste treatment plant using gasification technology in Sinfin to deal with household waste from the county. .
The main grounds for the inspector refusing that appeal was the impact it would have on traffic around Sinfin Lane.
However, the inspector, Ruth MacKenzie, also encouraged councils to look at other methods of treating waste. The city and county councils said they were still reviewing their options with RRS.
Mr Bacon said: "There were rumours at that time that if RRS lost its appeal then Cyclamax would withdraw theirs because it does set a sort of precedent if one incinerator has been refused."
Alvaston ward councillors Alan Graves and Paul Bayliss welcomed the withdrawal of the appeal.
But Mr Bayliss said he was "apprehensive" about what proposals Cyclamax could return with.
