How can extra charge be anything other than tax?

WHEN is a tax not a tax? The answer is, when the Labour city councillors say so ("Brown bin proposals 'not a tax'", January 3).

The emptying of wheelie bins is included in our council tax. When a council proposes to put an additional charge on this, it can't be any other than a tax.

They are also increasing council tax when the Government has stated that it would be frozen. The result of this is funding has been reduced while neighbouring councils get it increased.

Who pays the penalty for these actions? The council tax payers.
