Derby County: Double bid for Dicko rejected
Both bids, described as "small", did not match the Rams' valuation of the 23-year-old frontman.
"Norwich are showing some interest in Liam and have made two small offers," said chairman of football Adam Pearson.
"If the offer is somewhere close to what we feel is acceptable, we would consider it but the offers have not been at that level."
Norwich are looking to bounce straight back to the Championship after being relegated to League One last season.
Charlton Athletic have also been linked with Dickinson, who has yet to make his senior debut for Derby despite signing in a £750,000 deal from Stockport County a year ago.
He had three spells out on loan last season.
At Huddersfield Town, he scored six goals in 13 appearances and four in seven games for Blackpool but he did not score in eight appearances for Leeds United.
His chances of breaking into Derby's first team this season look remote as there are five strikers ahead of him in the pecking order – Rob Hulse, Kris Commons, Chris Porter, Luke Varney and Steve Davies.
Derby have said Dickinson could be sent out on loan again, possibly for the season.
Reports have linked Commons with a £3m move to Celtic but Derby say they have not received any approach from the Scottish club.
Pearson said: "We have heard nothing from Celtic and can only presume it is speculation.
"Kris is an important member of the team."
Derby have previously stated that it would take an offer of "silly money" for them to consider selling Commons.
DERBY County are not included in the first round of Championship matches selected to be shown live on Sky.
Relegated Newcastle United feature three times in the opening two months of the new season.
The first fixture to be screened is Middlesbrough's home game against Sheffield United.
The match at the Riverside Stadium will now be played on Friday, August 7, with an 8pm kick off.
The other Championship matches selected by Sky are: Saturday, August 15: Newcastle v Reading (5.20pm); Saturday, August 22: West Brom v Ipswich (5.20pm); Saturday, August 29: Peterborough v Crystal Place (5.20pm); Monday, August 31: Newcastle v Leicester City (7.45pm); Sunday, September 13: Cardiff v Newcastle (2.05pm); Friday, September 18: Sheffield United v Sheffield Wednesday (7.45pm).
